The facility is constructed on a firm diluvial plateau with no major active faults within a 40km radius, providing excellent seismic resistance. Located more than 20km from the coast at an elevation of 22.5m, the campus carries minimal risk of tsunami or flood damage. The Inzai location benefits from the city's dedicated underground utility corridor (kyodoko) system, housing power, communications, and district cooling infrastructure, and is accessible from central Tokyo in approximately 38 minutes by rail.
