DriverAI, an Arizona-based AI infrastructure company, is developing an 80MW quantum AI data center campus at an industrial park operated by the Leviatan Group, in the village of Luna, Cluj County, Romania. The facility is being constructed in four 20MW phases, each designed to house both high-density GPU clusters and quantum computing hardware, making it one of the most ambitious digital infrastructure projects in Central and Eastern Europe.
Construction is planned on a 20-hectare site, with power supply and project management provided by infrastructure company E-INFRA and Cartens Consulting Global respectively. The project is backed by a reported $1 billion investment in the first phase alone, and is intended to run on 100% renewable energy once all phases are operational.
The facility is positioned to serve as a sovereign compute hub for Central and Eastern Europe, with nearby Technical University of Cluj-Napoca and Babeș-Bolyai University set to receive access to the site's GPU and quantum computing resources. DriverAI says Romania's energy infrastructure, proximity to leading universities, and committed local partners make Cluj County the ideal location for this ambitious initiative.
